Meet Senator Frank Wagner, Chairman of the Senate Commerce and Labor Committee and member of the Finance Committee

. Frank Wagner is a senior member of the Senate of Virginia, representing the Seventh Senate District, which includes the western half of Virginia Beach and northeastern Norfolk. Prior to serving in the Senate, Frank served in the House of Delegates.

Frank Wagner is a job creator and entrepreneur. He is the former President of Davis Boat Works, Inc., a premier small boat repair firm in Newport News that Frank founded.  The company’s principal customer is the US Defense Department. Frank knows firsthand how important military spending is to our local economy and how important it is that Virginia is economically competitive in our global economy.
Frank Wagner is a U.S. Naval Academy graduate with a B.S. degree in Ocean Engineering. In the United States Navy, Frank served as a diving and salvage officer and an engineering duty officer. Frank is a tireless champion for military service members, veterans and their families.

Frank Wagner is a Republican because he believes that Republican ideals and conservative principles are the best approach for creating a government and economy that creates good-paying jobs, keeps our families, communities and Nation safe and protects our God-given freedoms.

Frank Wagner has many important legislative accomplishments. In response to the Obama Administration’s EPA’s proposed regulations on carbon dioxide emissions from power plants, during the 2015 Legislative Session Frank introduced – and the Governor signed into law – legislation to freeze the base rates on our electric bills through 2020. Because of Frank’s legislation, our electricity rates are about the same as 2008 and are 19% below the national average. This same legislation also requires Dominion to build a 400 megawatt solar power facility in Virginia – a real win for the environment and Virginia’s solar power industry. In 2006, Frank’s legislation required Virginia to adopt Virginia Energy Plan – a comprehensive plan for the development of energy resources, including clean coal, oil, natural gas, wind, solar, tide, current, geothermal, nuclear, alternative fuels coupled with conservation and energy efficiency measures. The ultimate goal of the plan is to achieve energy independence in an environmentally safe and responsible manner. A recognized subject matter expert, Frank has testified before Congress on energy matters and has spoken at a variety of national and international energy conferences.

Frank Wagner is a key leader in the development of the Commonwealth’s transportation policy. In 2013, Frank was a driving force behind passage of the Commonwealth’s landmark transportation bill, HB 2313. As the Senate’s lead conferee , Frank’s tireless efforts to find compromise and work collaboratively with his colleagues in the House of Delegates made it possible for the first major transportation plan to pass the legislature in almost 30 years.

In 2014, Frank Wagner introduced and won passage of legislation to create the Hampton Roads Transportation Accountability Commission (HRTAC). Composed of the chief elected officers of the governing bodies of the 14 localities in Hampton Roads, two senators, three delegates, and four nonvoting ex officio members the new law moves the responsibility for approval of projects and the priority of such projects pursuant to the Hampton Roads Transportation Fund from the Hampton Roads Transportation Planning Organization (HRTPO) to the Hampton Roads Transportation Accountability Commission (HRTAC). Frank is Vice Chairman of the HRTAC and serves as Chairman of the Finance Committee.

Frank Wagner is involved in numerous charitable causes and enjoys being a part of our community. In his spare time, he enjoys golf and scuba diving. He has 4 adult daughters and 2 grandchildren. Frank was raised in Arlington, Virginia, and he moved to Virginia Beach in 1982 while serving in the Navy. Frank and his wife Lucille live in the Bayside area of Virginia Beach and they attend Haygood United Methodist Church.
